<p>It is not without regret that I suggest any<lb/>
thing in a <add>the</add> view of <add>the tendency of which is to strengthen</add> strengthen the bonds by which<lb/>
those unhappy persons victims and instruments of the<lb/>
despotism which desolates the greatest part of Europe<lb/>
are bound to their irksome but necessary profession.<lb/>
But since in every state the number which it can<lb/>
afford or which it is thought it can afford will be had<lb/>
at any rate, and since the escape of any one deserter<lb/>
will <add>serve</add> only <add>to</add> produce more enlistments and more escapes <add>more hardships</add><lb/>
<add>and more punishments</add> or endeavours to escape, it is as well that the bitter<lb/>
lot should rest <del>upon</del> on those upon whom it falls<lb/>

Of favouring Desertion.

Parish to be responsible If a deserter has abided for the space of four 28
month weeks days either without interruption consecutively or within
the space of 6 months half a year in any Parish without having been apprehended
the inhabitants of such Parish whether they know of his being a Deserter or no shall forfeit amongst
them a sum equal to the value of his service. + + Alter'd from Loix de Sardaigne L. 4. Ch. 33. Art. 6.
