PARTICULAR CODES VOLUME DIVISION for purpose of NOTORIETY.

It takes a view of all the Provisions or groups of Legislative provisions that are any where to be found, we shall find one [] competent to them all, in that they are either such as concern all the subjects of the State and general; or some only in particular:
For this purpose the whole body of the the Laws may be divided into general
& particular — General are such as concern the whole body
of the people alike: particular are such as concern each only
as are invested with a particular distinctive character whether assumed
by them of their own choice, or imposed on such as come
within certain descriptions by certain established Rules by in
compliance with the necessities of civil Society: and Laws which
are various, according to the varieties of those characters.

Responsibility- Responsibility or forthcomingness is will be found the true key to the many varieties discernable in between the punishments for offences which men from after consulting their hearts [only] are apt to pronounce similar or come differing in a proportion the inverse of that marked out estimated by the that of punishments

With a view to those characters, particular Laws, may again
be divided into commercial & official [whose distinctive
natures characteristics are sufficiently expressed explained by in -three- their titles] — The Commercial

being always left to a man's self. — & while he has the means of honest subsistence, whether he will engage in any The official are likewise
chiefly so; most of them the greatest part the characters to which they relate having privileges and emoluments

however (as is well known) it be otherwise. as is well known, with many. such as he would be ashamed or afraid to take advice about, & such as he has not time

From the consideration of the variety & independence of these
characters, a very [important &] useful consequence is deducible
viz: that each person confining his attention to that which concerns
himself, may without inconvenience be disposed with
burthening himself with paying that with regard to the rest, which were they all equally
