For this purpose the whole body of the the Laws may be divided into general

as are invested with a particular distinctive character whether assumed
by them of their own choice, or imposed on such as come
within certain descriptions by certain established Rules by in
compliance with the necessities of civil Society: and Laws which
are various, according to the varieties of those characters.
