There are two different forms in which
the Codes may be printed: the one
which is the only one as yet in
use, the Book form, or might
otherwise be stiled, the Biblical: the other,
that of a Table or the Tabular. — Each of
these forms, has, or at least might be
That just so much of the Burthen shall
every , as is there useful
made to have it's advantage: the one, portability:
the other that of exhibiting a great
deal of matter at a single view.
The demand indeed for these would not be
unusual as for them.

1) Thus the Laws with which Travellers as such, and while such, have occasion to be acquainted should
be published in a form the best adapted to portability since according as that circumstance can
be attain'd consented, will be the extent quantity of their rent of the demand for them & the degree of their ability
could they be brought to approach any thing near to Almanacs in that quality the
demand for them would approach in some sort to that of those useful intelligencers
and thus would might accrue a not altogether contemptible accession to the Revenue.
As they would not have to be removed every year as Almanacs are, this indeed would make a very considerable large difference in the rent: but which still however would probably not be inconsiderable

2) A very important Division of the Laws with a view to Notoriety, is that into
and Local Stationary:— Or they may be stiled Laws of constant and occasional Notoriety. demand by the former, (the designation for which I have been obliged to adopt a Term kind of court, for want (of a
better,) I mean, such as a man has occasion to be apprized of on the sudden, at all any time
times or places; by the latter, such as, on the other hand [from the ] relating to transactions which admitt of deliberation
may remain on the closet at home on the Shelf to be perused or not never as there is, or is not, occasion.

[To the former latter class belong all Judicial <add>those secondary Laws</add> relative to the forms of Judicial proceeding
to whatsoever primary Laws they relate except those which concern regard Evidence, & Search Seizure and Apprehension <add>Arrest not till</add> a matter which tho' debated at the time of the Trial
requires to be understood and attended to at the time of the transaction which is the subject
of it.] and Search Seizure and Apprehension.

Tis the latter to the ensuring of the Notoriety to which it requires all the attention
of Legislation to be bent.

Laws Principal X Appenditious Practise
Where the occasion is sudden & ubiquarious, portability; where although
sudden it is local, conspicuousness
is to be consulted. In the
first case therefore the Biblical,
in the other, the Tabular form is
to be preferred. [the preferable]

With reference to this purpose, the governing maxim might is therefore to be — That the
Codes Tables should be hung up at those places wheresoever which are the Scenes the respective Transactions to which
they relate —

Thus for example, Laws relative to Parochial Officers should be hung up in their Tabular Form in every
Vestry

Laws relative to Commercial contracts on general - In the Exchange, The hall
of the place, the Halls of the several Companies, and the Compting-House or shop of
every Trader

The Table of Laws relative to any particular Trade, in the Hall of the Company in the instance of
those Trades which a Company is denominated from which gives a denomination to a Company; as might the whole collection of these particular Codes in their Tabular form in every Companie's Hall where there is room — if not, however in their Biblical form and in the Shop or Counting-Houses of the
respective Traders — of every denomination.
