<p>I have said "<hi rend='underline'>frauds</hi>": for it is remarkable, that (whether it be by accident or by design) no cognicance is given<lb/><note>#Sect. Art. New [Sect. 6. Orig.]</note><lb/>to Trustees of any of the original offences against the provisions relative to these matters: but only of certain attempts<lb/> to elude the penalties for those offences.<note>#Sect. <p><hi rend='underline'>"All the Trustees"</hi> I cannot conjecture the meaning of<lb/>this word "<hi rend='underline'>all</hi>", or whether it has any. <del>Trustees</del> It is not<lb/>prefixed to the word "<hi rend='underline'>Trustees</hi>" in any other instance<lb/>besides this.<lb/>"<hi rend='underline'>Weighing-Engine</hi>" A Weighing-Engine including a Tollgate<lb/> at a necessary part of it, there seems no occasion<lb/>for mentioning it.</p>
<p>Whereas the Laws for the general <note>Preamble.</note><lb/>Regulation of the Turnpole Roads of<lb/>this Kingdom are very numerous, and<lb/>in some Respect ineffectual: And whereas<lb/> the good Purposes thereby intended<lb/>might be better effected, if the said<lb/>Laws were intirely repealed, and One<lb/>Law made for carrying such Purposes into Execution:<lb/><hi rend='underline'>Wherefore,</hi> for Remedy thereof, be it enacted by the<lb/>King's most Excellent Majesty, by and with the Advice<lb/>and Consent of the Lords Spiritual and Temporal, and<lb/>Commons, in this present Parliament assembled, and<lb/>by the Authority of the same, That it <hi rend='underline'>shall and may be</hi><lb/><note>Five or more Trustees for Turnpike Roads, at a General Meeting,  impowered  to erect Weighing Engines;</note><lb/><hi rend='underline'>lawful</hi> to and for all Commissioners and Trustees appointed,<lb/> or who shall hereafter be appointed by any Act<lb/>or Acts of Parliament for the Repair of any Turnpike<lb/> Road within that Part of Great Britain called England<lb/>, or any five or more of them, at a General Meeting,<lb/> if they shall think proper, at any or as many Gate or<lb/>Gates, Bar or Bars, as they have erected or shall erect<lb/>for the receiving of any Toll or Tolls, or upon any<lb/>Part of the Road within their respective Jurisdictions.</p>

<p><note>Trustees impowered  to order  the Fellies of all Wagons,  &c. to be gagged.</note><lb/>And for the better discovering and detecting the Offenders<lb/> against this Act, it is hereby further enacted,<lb/>That it shall [and may] be lawful to and for all the Trustees<lb/>appointed or to be appointed by any Act or Acts of Parliament,<lb/> made or to be made for the repairing or amending<lb/> any Turnpike Road within the Kingdom, or any<lb/>Two or more of them, and they are hereby [authorized<lb/>and] required, by Writing under their Hands, to order<lb/>the Fellies of all Waggons, Wains, Carts, or other<lb/>Carriages, which are or ought to be of the Breadth of<lb/>Gage herein before directed and prescribed, to be measured<lb/> [and gagged] at any Weighing Engine, or at any<lb/>Turnpike or Toll-gate, erected or to be erected upon any<lb/>Part of the Turnpike Road in or upon which such<lb/>Waggon, Wain, Cart, or Carriage respectively, shall<lb/>travel, pass, or be drawn.</p>

Observations.

"All the Trustees" I cannot conjecture the meaning of
this word "all", or whether it has any. Trustees It is not
prefixed to the word "Trustees" in any other instance
besides this.
"Weighing-Engine" A Weighing-Engine including a Tollgate
at a necessary part of it, there seems no occasion
for mentioning it.
