Till a man can make sure that such &
such a part only belong[s] to him, he is
saddled with the whole.
Now the only way to make sure of this, if
it can be done then, is to read it through.
Of what ever bulk that part of the Law is to which
concerns a many the whole Law is to him is but
as it were of a bulk, & nothing more [no greater]
As if an act consist of 20 pages an an equal
share of which concerns ten different persons:
in point of utility to every one it is 20 pages: but in
point of burthen to each of them it is but 2.
