Persons on whom the authority is designed to operate —
subjects of subjects on which the and or occasion of which it is employed — and persons of whose
opinions or supposed opinions the authority it is composed —
under one of more of these heads may it is supposed be ranged whatsoever
there can be occasion to say or to think on the
subject of authority, and in the sort of regard fit on the
sort of occasion of the sort here in question, to be paid to an
argument drawn from the source of persuasion thus denominated.

1. As to the persons on whom the sort of authority here
in question is designed to operate, in the case in question they are by the supposition
persons in whose united hands is lodged the
supreme power (in the state: person in whose
hands is accordingly lodged whatsoever power is necessary the necessary power
for 2 obtaining in relation to every whatsoever point question may happen
to come before them whatsoever information is capable
of being extracted by legal political power from those (who
have the physically operating the power of affording it)
in whose power physically operating it may happen to be
to afford it
in whose hands the power of affording it in the physical
sense of the word power may happen to be.
