The sort of countenance<lb/>

<p>The opinions and conduct of the <unclear>governed</unclear></p>
 
<p>Falshood <del>and</del> in all its shapes and in particular<lb/>
in that which is regarded as its most aggravated<lb/>
shapes viz. perjury &#x2014; [perjury and solemn] falshood<lb/>
in respect <add>by means</add> of the opinions entertained and the conduct<lb/>
observed by the governed <add>those subject to power</add> <add>dominion</add> in relation to it, constitutes <add>forms</add> <add>affords</add><lb/>
as effectual a test and as useful an exemplification <add>[one of] the most effectual tests and useful exemplifications</add><lb/>
of that blind and <del><gap/></del> abject obsequiousness on the<lb/>
continuance of which their power, their reputation, and <add>together with</add><lb/>
