But it is the characteristic belonging in common to good
measures considered as such, that they are susceptible
of being effectually supported by good arguments that the nature of
the case is such as to afford good arguments in support for them
of them: and the more highly and plainly good they
are the more ample or forcible, efficient and
conclusive is the stock of arguments which the in support of the nature
of the case furnishes. Thus A good measure is that
for which good reasons may be given, and these in case of reasons
on the other side preponderant ones

So on the other hand conversely it is the a characteristic belonging
in common to bad measures considered as such
that they are not susceptible of being effectually supported
by good arguments: the case is either that no good arguments
at all are capable of being found for their support, or
none but which are outweighed by the such good arguments as that
apply against them: and in either case proportioned
to the deficiency or weakness absolute or comparative of good arguments
applying in support of them, is the on the
part of him who stands engaged to support them notwithstanding,
the demand for and need of bad arguments:
namely all such bad arguments as he sees in prospect
of being able to pass off upon the people upon the minds
of upon the people at large for good ones.
