Police Report 4
Expence of punishment 4 N. S. Wales
N.B. 4324 Those further
In estimating the annual expence per head during
this last period of six years, 4324, making three quarters
of the whole number shipped off from first to
last in the course of the whole period of 12 years
would be an improper number to divide with:
some it supposes more to have gone off in any
part of that whole period: whereas taking 7 years
is by far the most common term for transportation, which
reckoning 1 year upon an average for the time
consumed previous to shipping off, is thereby reduced
to 6 years for N. S. Wales. But Therefore after
the expiration of the first 6 years, supposing
the numbers shipped off to be the same in every
year and no more, the number that become
emancipated every year and thereby cease to
be convicts under sentence, will be equal to
the number of the new recruits: so that upon
that supposition 2882 and no more will
thenceforward be the number under sentence, and
who are in that character will continue to be will continually provided for. Neither
in this calculation is any allowance
made for deaths: so that on the above supposition
the numbers should be still fewer, and
the rate of expence per head still higher. In
fact the deaths have been numerous, besides that
have taken place during as well as after
the term comprised in the sentence: but and this has
been because serves to shew that the numbers
sent per year have been on the increase: and this increase
would it seems probable would have been more rapid, had
the Colony been the deemed capable of receiving
more; which by an observation from the Secretary
of State's Office + + Appendix it appears is not the case.
