sure means of setting at a fair price — there are two committed
complaints there which are essential to the very
constitution of the establishment. By uncommon Great exertion: great uncommon
probity uncommon intelligence — these endowments
each of them existing in one extraordinary degree in
an indefinite number of persons, a palliative operating
in an indefinite degree might be applied. the
enormity of the complaint might receive some alleviation.
But an effectual remedy in an atmosphere
so pregnant with contagion may be pronounced morally
impossible. Not to speak of a compleat cure, if so much as
any considerable alleviation were capable of affecting
being effected, and the effecting of it sure not even then
the certainty of success would justify the adoption of
the remedy. For the hands and the heads that in under such
a situation such disadvantages could produce such good tolerable economy would
be very ill employ'd there: they should be transplanted to
some of the boards at home — to the Victualling Board, to
the Navy Board to the Board of Ordnance to the Admiralty
Board to the Treasury Board that the his Majesty's
dominions might have the benefit services of such sure
talents services upon the largest scale.
