<p>Another <add>consideration</add> is that the <add>degree of</add> difficulty or facility which a<lb/>
man finds when there, in bringing back <add>in this way</add> the real<lb/>
and effectual <add>amount</add> <del>quantum</del> of his punishment <del>on their way</del><lb/>
to the supposed and formally declared <add>length</add> <del><gap/></del> of it<lb/>
that is in counteracting and defeating this principal<lb/>
and substantial advantage expected from the characteristic<lb/>
constitution <add>and secret organization</add> of the punishment of the <add>difficulty or</add> facility<lb/>
or difficulty he experiences in affecting his return to<lb/>
that country from which, in consideration of the mischiefs<lb/>
apprehended from <del>its</del> <add>his</add> presence, the hope <del>of returning</del><lb/>
is that he shall never be able to return,

<p>This case is even rather worse than if the proportion<lb/>
were partly fortuitous. The <del>most dangerous</del> <add>species of</add><lb/>
of delinquents <del>are those</del> who can with greatest certainty<lb/>
command the means of <add>their</add> return,<add>+</add> the more of<lb/>
science <add>and connection</add> among depredators: <del>those who have laid upon</del> <add>the Master-dealers who</add><lb/>

Another consideration is that the degree of difficulty or facility which a

and effectual amount quantum of his punishment on their way
to the supposed and formally declared length of it
that is in counteracting and defeating this principal
and substantial advantage expected from the characteristic
constitution and secret organization of the punishment of the difficulty or facility
or difficulty he experiences in affecting his return to
that country from which, in consideration of the mischiefs
apprehended from its his presence, the hope of returning
is that he shall never be able to return,
no sort of proportion to the particular misch dangerousness,
real or supposed, of his character and disposition—bears
no regular proportion to the probable real or suppose or supposed probable
magnitude or probability of the of those mischiefs apprehended at
his hands.
