Jail visiting Commissioner—should
a Candidate |^^^|.
No hopes of any such
fir man from Ld P
& King.
A measure has been in agitation amongst men gentlemen conspicuous
distinguished in the law of charity a measure of more extensive range—a measure for obtaining a
Commission for the examination of prisons. To almost any Secretary
of State to any one whose wires were not pulled by the gentleman on the
other side of Your Lordships wainscot I would say My Lord, or Sir I
will entitle myself to Your thanks. I know of/yonder stands a man—not have a man that
in my pocket, but in the eye of the world, who is exactly the man you want
will suit you. His fortune is ample: he has laboured
these 30 years in this very unenviable line of service. His wish would is to serve
without salary: he will accept none if he can help it any
salary: I do not think he would accept it: what he
wants is—not the salary money/pay but the service duties.+ With what
hope could I make any such proposition be made to Lord Pelham?
What he wants is a gentleman who will receive pocket
the pay: what he does not want what he chooses not to have/will not so much as look for—is a gentleman who
will fulfill perform the duties. What he wants is—whatever the
gentleman on the other side of the wainscoat wants. What
the gentleman on the other side of the wainscot wants is—
let experience speak it in the first place to provide make salary for the accommodation of
his friends:+1 in the next place to save his those friends from the
fatigue trouble of earning it:+2 or any part of it: in the third fourth place
to pocket service the abuse—whatever abuse it may be the
object of the Commission to detect bring to light+4: in the fifth and last place, to employ
turn the abuse to profit, and apply it make use of it as an instrument for compassing
to the main and end object of it (accommodation of friends
excepted) the defeating the system of reform presented by Parliament.
Witness the secret Letter of the 14th of October 1799, signed by the Duke of Portland
written by the gentleman on the other side the wainscot, avowing the
design of crowding the Gaols for the purpose of putting the Counties to the expence of building others more:
+ For a plan what
has pay and duties,
the affection of
a man candidate may be either
for the or for
the duties: for one
which has nothing but
duties, it can be for
nothing but the duties.
will be new to
the office,
if he can help it.
+3 In the Hard place to
keep the abuse raging:
especially if pestilence and
famine form a part of it.
Witness the keeping the
morality at the La Fortune
In the hard place to
going at the rate of a fourth of the
number for a whole year together,
and at the rate of the
whole number of in the course
of the year, in the second.
+1 Witness the Inspectorship
of the Hulks.
+2 Witness the of
his Office Inspectorship at the
instant of its creation
into a sinecure.
+4 Witness the previous notice given
to the Hulks that of the
Visit they were to receive.
