2. Because the Dean & chapter are in the
habit of that sort of management, & are provided
with fit & permanent officers, for the purpose:
which can scarcely be said to be the case at all,
at any rate not in nearly equal degree, in the
instance of the Parishes —

of the Dean & chapter, the proper object in view
in the management of such concerns, the
