That the faith of Administration stood pledged
in this particular will hardly be denied. The continuance
of the appropriation that had been made of
the spot, stands first among the articles of which the
treaty was composed: the accession to this article, stands
in the margin of the paper, in the hand writing of Mr Pitt
or Mr Dundas: in every stage, from the first to
the last the adherence to the article it was all along supposed on both sides: no
objection was over made: in short it was for this purpose in
the first place, that the intention of Administration
to come to Parliament, was announced.

conceive himself as precluded from the change.
