This plan if were it even adopted, need not occasion—
no delay to the proposed Bill: it might
at any time be added by an Act on purpose.
The chief use of if it has any purpose it seems calculated to answer is
that of serving upon certain occasions as a middle course between the punishment
in the hard Labour-houses and absolute impunity.
It is said This cannot in the manner but appear, to be, what it is, much
lighter than the punishment inflicted in the labour-houses; since
it is to be in the convicts own option at any time to change
the former into the latter. In the cases If therefore where
from the general ingenuity and good character of
this convict there is may be ground to hope expect that this upon
the intercepion/interception of his former master or other persons of repute
his punishment may be changed from the severer into
this milder made/mode a party injured may often be induced
to prosecute in cases in which were there no such other alternative
than between the regular punishment
and absolute impunity he would not avoid prosecuting at all.
