Art.1. And whereas the practice of imprinting
permanent marks in the body hath been
and still is prevalent amount divers nations, And
whereas in particular among Sea-faring men
of this & other countries it hath become not unfrequent
with views of devotion or ornament or for the sake of
recognition for a man spontaneously to imprint on his
body in permanent characters his name or other marks
at pleasure, And Whereas the said usage if
practised with caution & with due regard to the feelings
of individuals & to the opinions and circumstances
of the different descriptions of mankind
might be made subservient to divers useful purposes.
Accordingly for the prevention of escapes
