II. Application the second Commencement the |^^^| 1799.—Subject—the money
sum requisite (£1000), (as per Ld Salisbury's offer
and the Surveyor General's Report), for the buying
out the existing Leases, that are. Purpose, the for obtaining
that actual possession, without which the Building
could not be either commenced or so much as
planned: and without which, of consequence, the
£12,000 paid to the Landlord for his rights was
and is so much public money wasted. Result Catastrophe.
The money ordered—then the expectation
of the order stopped, without reason assigned or
assignable. Feby 20th 1800. In lieu of the money Commission given to me to proceed
upon a sham enquiry treaty,
never intended to
be fulfilled or concluded never intended to be concluded.

III. Application the third. Commencement, the Subject, the 1799 purchase
of certain lands, the property of Henry Wise
of the Priory near Warwick Esqr: necessary to compleat Purpose, completion
the allotment for the Penitentiary Establishment,
by an addition, for which and for which as such provision had been made in the
Deed by which whereby, in October or Novr 1799, I was at length appointed
Feoffee for the purpose purchase of Ld Salisbury's
lands. Catastrophe Result— The treaty spurs on
without any intention of compleating it, and kept unconcluded,
without any obstacles to the conclusion of it
to the great vexation and damage of the gentlemen concerned,
till the exit of the administration of which Mr
Long and his official superiors formed a part.
