Preamble

to accept enter upon and take possession
of such spot either on conveyance made
thereof from the Owner or Owners (who for
that purpose were thereby enabled to make such conveyance
all manner of disabilities notwithstanding)
or in default of such conveyance
on payment of a sufficient sum of money as and for the purchase money to
the sufficiency quantum thereof as also in case of disagreement concerning the
sufficiency of such sum value to cause the same to be ascertained
by the verdict of a Jury, compensation
being also in the said Act therein provided for to all Tithe
Owners, and Tenants for Years, from Year to Year
or at will, in satisfaction for their respective
interests

And whereas doubts have arisen whether [+] under [+] the provision
in the said Act contained
made as aforesaid
can be deemed to
extend to land in
the state of Waste
and Common Land
the provisions in the said Act contained
for the purchase of land as aforesaid
under the powers so given by the said Act
as aforesaid any purchase of land in the state state of Waste and
Common Land can be made purchased for the
purpose of the said Act And whereas
there is reason to apprehend that, within one
or more of the four Counties aforesaid, that might
be found some such spot of ground spots might be found, might found
consisting wholly or in part of in the state
of Waste and Common Land, might be found fixed upon such
such as would be particularly proper and convenient for the said purpose,
