With reference to Elections or other public measures
1. No set of men not deriving their situation, and thence the name
designation of that situation from the great body actual and free choice of the people can possess especially during
any considerable length of time any well grounded claim to confidence
at the hands of the people, especially in preference to any set of
men actually who do rest their claim on the actual and
free choice of the people.

2 In the case of the set of men, whosoever they may be,
by or for whom under the name of Whigs a preeminent share of confidence
at the hands of the people has been claimed, are on a
particular specific ground in a particular degree, destitute of any such
claim: that claim having in this instance for its ground, either
a vage and uncharacteristic strain of Eulogy, applicable with equal facility
and propriety to any one set of men as to any other, or else
the possession of certain advantages preeminence of in respect of a certain
set of individuals none of them coming under any the head of the
heads branches of appropriate aptitude, to act appropriate probity, appropriate
intellectual aptitude, appropriate active talent. [These
advantages are 1. preeminent opulence of in their own hands in all shapes:
2. preeminent opulence in their own hands in the shape of rent
of land: 3 pre-eminence in the scale or article of power derived conferred
on them by the personal will and pleasure of the Monarch.
