The Scene of penal action is is in the vicinity of
the metropolis; the spot in which the largest number
of people are collected together, an in especially

building, the singularity of its shape, the walls
and motes with which it is surrounded, the
guard stationed at the gates, all this is calculated to
excite the idea of restraint & punishment:
which the novelty of the right and the facility of
the admission will scarcely fail to attract a multitude
of visitors. And what is it they will see? A set of
men deprived of the liberty they have ; employed,
compelled to labour which has been the object of their
aversion, & punished for their intemperance by a
strict regimen: the most atrocious malefactors distinguished
by a particular deg dress indicating the
nature of their crime offence. To the greater proportion
of spectators what scene could be more instructive!
What a source of conversation, of allusion, of domestic
instruction, of useful narration! Upon such an
occasion what comparison can be more natural than
than that of free labour and the enjoyments of
a state of innocence with the rigours of coercion &
