<p>1...The Regulations proposed by obliging these Dealers to abandon their<lb/> | |||
fraudulent practices will save an immense Sum to Government which<lb/> | |||
is lost at present by the embezzlement of the Naval Victualling and<lb/> | |||
ordnance Stores and which cannot be prevented by any other means<lb/> | |||
than by regulating the receivers and laying down such a System of<lb/> | |||
Legislative Vigilance as will render it impracticable to receive Stolen<lb/> | |||
Goods without detection—and <add>then</add> the evil must be cured, for if there<lb/> | |||
are no receivers there can be no thieves.</p> | |||
<p>2...These Regulations will also protect Ship owners, owners of Craft in<lb/> | |||
the River and every Class of Individuals from the most extensive<lb/> | |||
depredations which are at present committed in which every Merchant<lb/> | |||
Manufacturer Warehouseman and every other person whether in Public<lb/> | |||
or private Life and particularly Masters of Public Houses are more or<lb/> | |||
less interested.</p> | |||
<p>3...These Regulations will banish fraud and introduce Good Morals<lb/> | |||
among the lower orders of the people by taking away all temptations<lb/> | |||
to dishonesty.</p> | |||

which is likely to meet every subterfuge and trick which is practised at<lb/> | |||
present by fraudulent People so as to prevent them from committing<lb/> | |||

punishment and on vicious and bad habits and by such protection<lb/> | |||
to promote their own happiness and that of their families by compelling<lb/> | |||
them to abandon their evil habits and to have recourse to honest<lb/> | |||
