that they should take out Licenses as Dealers in Old Metal besides the License
for selling unredeemed Pledges otherwise than by Public Auction, which goes
to an immense extent and is extremely productive of Money for it is
well known that forfeited Pledges under ten Shillings Value form a
considerable part of the Trade of Pawnbrokers and upon which they frequently
clear from 100 to 150 P Cent as may be well conceived from the
opulence of many of them — If such Pawn Brokers chuse to sell those
pledges by public Auction as in Cases where the Value is above ten
Shillings then the License proposed by this Bill will not be chargeable
as in this Case an equivalent or greater Sum would go into the Exchequer
from the Auction Duty but this they would not chuse to do and while
as at present they add to their large profits as Pawnbrokers the additional
advantages derived from being Salesmen of Goods obtained at perhaps
one third of their Value as well as dealers in old Metals it is very reasonable
that for the Liberty of exercising these additional Trades
(where they do so) they should equally contribute to the public
exigencies in proportion to others enjoying no greater priviledge and it
is equally reasonable upon every Ground of expediency that such persons
should be Licenced by Magistrates under the regulation of this Act. —
Looking at the Nature of the Business carryed on by these People it
