Sir

Upon consulting with a friend who has
had a good deal of experience of the Forms of
Office, he gave it me as his opinion, that
the ground that has been as yet made is not
altogether sufficient to support a Memorial
to the effect of that proposed to be presented
to the Duke of Portland. The basis of the application
being the opinion of the success of the institution,
it appears to him that if that opinion
is decided, a person in the situation of His Grace
would expect to find it declared, and that if it
is not formed, an application to the above effect
would now be, and till that condition were fulfilled ground were laid
would continue to be premature. It also appears
to him considering how much the institution is
already indebted to his Grace, not only for the patronage & support to
which the its it owed its birth, but for so considerable
and the only permanent part of its funds
a resolution publickly declared, and expressive of
the sum which the gentlemen in question entertain
of their obligations to his Grace in that
score, would not only be becoming in point of
civility as well as gratitude, but in a degree proportioned
to the strength of it, would be conducive to the
adoption and success of the further measures in support of
which the assistance of his Grace is proposed
to be requested. Struck with the force of these reasons,
