The On a first view, the rates of licence duty proposed may possibly perhaps possibly
appear too heavy: and not the in the influence of and have

of duty may appear too heavy. On a net or raw calculation
however it will appear, that the honest part of the dealers
will be gainers, rather instead of sufferers, by the
duty: for that under the system of inspection and
regulation control coupled with it, it will be impossible
for them, when depend principal dependence is upon the dishonest part branch
principally of the trade, to carry continue in it: and the profit
that which, on the expulsion of the dishonest will fall to be shared among the honest,
the expulsion of the dishonest will be much greater
than the loss by the duty.
