<p>It is humbly presumed that if this Revenue was placed under <lb/>district Commissioners instead of being Collected in the manner in practice <lb/>by the Stamp office in the Case of Pawn Brokers and by the Tax Office <lb/>in lieu of the two Boards of Hawkers and Pedlars and Hackney Coaches <lb/>which are proposed to be abolished that great advantage would result to <lb/>the Public not only in the prevention of Crimes and in the preservation <lb/>or Morals by a more Minute attention to the Characters and pursuits <lb/>of Persons authorised to Act as Pawn Brokers than it is possible for <lb/>the Commissioners of the Stamp Duties to bestow upon this important <lb/>

<p>The Tax Office which it is proposed to place the <lb/>Collection of the Revenue arising from the Hawkers and Pedlars &amp; <lb/>Hackney Coaches is equally incompetent to the management of these <lb/>two Branches of the Revenue on account of the Vigilance and attention <lb/>which becomes <sic>indispensibly</sic> necessary to prevent those abuses which <lb/>attach to them &amp; which can only be accomplished by a System of <lb/>Vigilance and an attention to Character as well as to a vast deal of minute <lb/>connected with the due execution of the Laws which could not in the <lb/>Nature of things be accurately managed by a board of Taxes where <lb/>the Business is so multifarious &amp; so greatly increased as not to admit <lb/>of the necessary attention which such important Branches of Police <lb/>require: and considering how much the Police Officers are engaged <lb/>it is very doubtful whether bringing the whole of the Judicial providing <lb/>with respect to Offences Committed under the Hackney Coach Acts <lb/>would not occasion vexatious delays of long attendance waiting for <lb/> <add>decision</add>

of Persons authorised to Act as Pawn Brokers than it is possible for
the Commissioners of the Stamp Duties to bestow upon this important
Branch of Police: and it may also be demonstrated that under a better
System the Revenue may be rendered much more productive by new
modifications which Commissioners attending minutely to this object would be able to bestow upon it but which can never take place under
the present System where every Man who can raise £10 may set up
the Trade of Pawn Broking to the great injury of the Poor, if such
