<p> The measures therefore that appear to me best calculated to <lb/>reduce this <sic>expence</sic> is the Establishment of a more <unclear>correct</unclear> and <unclear>emergic</unclear> <lb/> System for the prevention of Crimes as the surest means of lessening the <lb/>number of Convicts and thereby diminishing the <sic>expences</sic> which are at <lb/> present <sic>incurr'd</sic> <del> incurred</del> in rewards for apprehension and detection<lb/>&amp; in maintaining and Transporting Convicted Felons.</p> <p> The increase of Crimes and of Course the vast accumulation of <lb/> Convicted Felons within the last twenty years and particularly since <lb/>the adoption of the System of the Hulks and of Transportation to New<lb/>South Wales has occasioned a great augmentation of <sic>expence</sic></p> <p>compared with what was incurred the preceding Twenty Years previous<lb/>to the breaking out of the American War when a Custom prevailed of <lb/>assigning the Services of Convicts to Merchants who Transported them<lb/>to Virginia and Mary Land at first on receiving a Premium of 5£<lb/>for each and afterwards (as I have been informed) without any premium <lb/>at all.  And paying the whole <sic>expences</sic> of Transportation.</p> <p>As however this System cannot now be followed up the <lb/>most obvious means of easing the Public of the enormous and increasing<lb/>burden of the Police Establishment is by certain legislative Arrangements<lb/>which shall in their operation not only in a certain degree to prevent <lb/>the Commission of Crimes but also establish a fund as it were out of<lb/>the Vices of the more depraved part of the Community perhaps equal<lb/>to the whole <sic>expences</sic> of Police Establishment.</p> <p> To effect this Salutary purpose the first object would <lb/>be to impose a Licence Duty and to place under proper Regulations<lb/>all those Classes of Dealers who are known to be generally purchasers<lb/>or receivers of Stolen Goods of &amp; who by giving facilities to <unclear>certain</unclear> <add> &amp;</add> depraved <lb/> characters tend in certain degree to promote felonies and Larcenies of <lb/>every description.</p> <p> In turning my thoughts particularly to this subject<lb/>aided by the information derived from my official situation as a <lb/>Police Magistrate I some years since Selected the following Classes of <lb/> Dealers as proper to be placed under regulations from a full conviction<lb/>in my own mind that infinite advantages would arise to the Public<lb/>from such a measure being adopted.
