Police Revenue Report
Thus it has been and thus it was, that, principally by the suggestions

have been led to regard the Police
of the Country, or at least that branch of it of that complex
aggregate
the operations of which
are is directed against delinquency, as a whole,
for the superintendance of which a Board
which (excepting the collection

of revenue particularly

object, and but which should embrace the whole
of that object, has presented itself to Your Committee as an establishment which Your
Committee have been led to regard as much
