led to enquire what fruit this expenditure had been
attended with: on which occasion on enquiry made
at the Treasury, and by the examination of Mr Bentham
it appeared that a treaty still depending
and unconcluded has and which so long ago as the
beginning of August 1794 Mr Bentham had regarded
as being on the point of being consummated,
had been begun in July 1794 between the Treasury
and Mr Bentham, grounded on a Proposal of
his submitted in its original state so long ago
as the 23 Jany and in an amended state so long
ago as the 16 March 1792 for the confining
maintaining and employing Convicts at a by
contract at a reduced price, according to a plan
attended upon the face of it with numerous advantages.
Upon applying to the Treasury to know
how it happened that this proposed contract remained without being
