It is a fact but too notorious <add>to be dissembled</add> that the state of the<lb/>
criminal law in this country affords room for very<lb/>
considerable improvement: the <add>progressive</add> increase in the <del>known</del><lb/>
multitude of <del>crimes known to be committed</del> <add>known instances of delinquency,</add> even in<lb/>
time of war, and the consequent menace in that part<lb/>
of the <del>pub</del> expense of government which bears immediate<lb/>
relation to that object, affords the most<lb/>
convincing proof of it: but so long as no body <del>stands</del><lb/>
person in particular stands specially charged with<lb/>
the task of watching over and observing the demand<lb/>
of <add>for</add> improvement, and using endeavours for supplying<lb/>
that demand, it seems difficult to say from whence<lb/>
any regular and <del>any</del> consistent system of endeavours<lb/>
uniformly and constantly directed to that object<lb/>
can be expected to come. The institution of an<lb/>
Office for this purpose is sanctioned by <add>has the sanction of</add> a recent precedent<lb/>
