Police Gazette
With this Police Gazette all persons holding
licences under the proposed Board should be regularly
supplied at a price by and from the Board.
By this means, every information respecting missing
property supposed to be stolen being immediately received
and circulated by the Board and as immediately inserted
in the Gazette, if any of these persons received the
property thus advertised, it would be with their eyes open.
As to the abuses to which an exemption such
as that suggested might be thought to might be thought <add>to tend</add> may appear to be exposed, it
appears to Your Committee that the shutting
the door against all such abuses that sort of abuse of would in the
present instance at least be an easy task.
To come free to the Board, letters should be
addressed to the Board, and in consequence opened
before the whole Board. To go free from the Board
they should be stamped inside as well as outside in like manner [+] ([+] inside as well
as outside should
it be thought necessary) in presence
of the Board, with the stamp or seal of the Board:
and the affixing of any such stamp to any which
private letter would be an act of fraud, chargeable the
upon an evident act of some known individual , and, especially for
so trifling a profit, too barefaced to be apprehended.
The security afforded that would be afforded by a A promissory Path, to be taken by the Secretary
or other individual in whose custody the stamp
should be reposed, might surely, where the temptation
would be so small and even the damage resulting in case
from of infraction from so slight, be regarded as
effectual.
