case. As to reprimand whatever may be its effect
upon persons of a certain rank in the scale
of office, among the inferior ranks it is not
itself a punishment: and in cases where the punishment
threatened is regarded as too great an offence for
the offence, this or any other threat demonstration
of it is like the in terrorem clauses in a

of example to the account, the prejudice suffered
by the service is by no means inconsiderable,
no inconsiderable damage accrues to the and when under the shelter of impunity
public service — and the at last terminated the habit of transgression has grown up to such a
height as to be no longer tolerable, then at last
