any such explanation, would be sure to be put
upon them in a Court of Law: but the inter
it being a very strained one, and such as a man
who were not a lawyer would hardly suspect them
to be capable of (exhibiting rather the provision
which it were to be wished the legislature had
made, than h any which it actually has made)
it would seemed to be of that sort which of explanation
which, if approved of by the legislature,
ought to be given by the legislature itself.
