5 In Part the 5th (intituled Penalties and Procedure) are collected together the several
necessary provisions by which Penalties are appointed
for offences committed against the Act, and the jurisdiction and mode
of Procedure for the recovery of these Penalties is
prescribed.

6. In the Part 6th (intituled Gazette and Calendar) are contained such provisions
as relate to the Gazette proposed to be published for
Police purposes by the authority of the Board, the Annual
Calendar of Delinquency proposed to be framed from documents
furnished to and collected by the Board,
the authority proposed to be given to the Board to report
any such amendments as may appear to be
suggested by the consideration of the facts exhibited
by the Calendar of Delinquency and the transfer
to be made to the Board of the Hawkers
functions of the two existing Offices (the Hawkers
and Hackney Coach Office) proposed to be abolished.
