Police Bill Preliminary
Observations
The Considered with a view to the subject matter of
their respective dealings, the several classes of persons [+] [+] whom at one time or other it may for one reason or other be fou deemed advisable to include in the licencing system proposed in the Bill
or being subjected to licence may be & will a by the subject matter of their respective dealings arranged
thrown cast into 8 groupes the competent classes of which which will be here demonstrated
in 8 different Groupes characterized by the several denominations by which it as in the Bills
would be proposed to denote them in the several Bills.
1 The 1st groupe is composed of general dealers, and comprehends
four two classes, viz: 1 Brokers or Dealers in second hand
Household and other Goods. 2. 20 of which the Dealer in second hand goods are distinguished by the Bill
Pawnbrokers 2. Sellers of forfeited pledges — two classes
viz: Auctioneers and Pawnbrokers considered as such being excepted for reasons that will be mentioned.
2 The 2d groupe is composed of persons concerned in conversant with
second hand woven or piece-goods and in goods; and
comprehends five classes: viz: 1. Wholesale ( & select) Dealers, in Rags
&c for paper-making. 2. Dealers in do 3. Dealers in second hand
Naval Stores ( of the woven and
kind.) 4. Dealers ( not at ) in Second Hand Apparel, Piece-Goods
