about him. Taploff is either out of favour or superannuated.</p>
 
<p>The numbers of the people are about 30,000,000. A

few years ago, the Empress published an Ordinance, enjoining

her subjects under penalties to present themselves at certain
<lb/>
places to be <sic>number'd</sic>. She saw reason to think the

returns were <sic>incompleat</sic>. She therefore the next year published

another ordinance for the same purpose <add><del><gap/> Yes</del></add> without penalties, inviting
<lb/>
all those to give <add>in</add> their names who thought it an honour
<lb/>
to bear the name of Russia, or who wished to be looked upon as
<lb/>
true sons <del>and</del> of their country (<foreign>fils de la patrie</foreign>) or somewhat

to that effect &#x2014; This produced a million more.</p>
 
<p>I wish you could get me a list of all our Navy

for these Russians &#x2014; I should think that <hi rend="underline">now</hi>, and considering
<lb/>
where you are, it would be no very diificult matter.

I believe there is such a thing in the Court Calendars.

You might take that for your basis, correcting it by the
<lb/>
information you get from those who know. If you do it
<lb/>
