It seems to me, as if the Plan would <lb/> be less expensive than Transportation to Botany Bay</p> <p> In every other respect it is evidently a preferable<lb/>System, as it regards Justice Reformation or Humanity</p> <p>Be so good as to consider the Subject and to <lb/> lay the Treatise before the Lord Lieutenant. I hope<lb/> to have the pleasure of seeing you in a few days, <lb/>when I shall have an opportunity of laying<lb/> before you a great deal of Information on the <lb/> Subject which M<hi rend="superscript">r</hi> Bentham was so kind as to <lb/> give me. Dear Sir
