Dear Sir,
Sir Charles Bunbury, more by his seeking than
mine, took up the Panopticon plan, before it was honoured
with your notice, though not till more than a twelvemonth
after I had sent it to Mr Pitt. Sir Charles is not now
to be kept back any longer from making some mention of it
in the House: he had taken an engagement, he said, which
