So much for past possibilities: so But how stands the matter
in regard to point of fact? That in no instance where men
have met for the purpose of promoting parliamentary reform
has any such injury to person or property been committed
or for aught that appears been ever intended to be committed
Injuries to person, yes: injuries to property, yes: but the by
whom? Answer not by reformists but by anti reformists,
not by men unarmed with power: naked/destitute of all power but with by men cloathed
with power, and abusing it as under such a constitution, power
can scarce ever not in the nature of things fail to be abundantly
