Suppose prohibition on importing into Ultramaria
from foreign countries, or from other countries or from
other Ultramarian provinces any article in order that
by taxing export of it from Spain, or import of it into Ultramaria
money may be raised for Government in Spain
would this be done without dissatisfaction in Ultramaria?
No. Reasons. 1. This would be a tax no less unendurable in
proportion to the money paid than any other tax as above.
