From this source profit by patronage would indeed
be drawn by rulers. But the whole loss would be to you:
& of your loss by the waste, only a part would be profit
to them: &: sum the same, the greater the suffering
from loss than enjoyment from profit.

Suppose prohibition on importing into Ultramaria
from foreign countries, or from other countries or from
other Ultramarian provinces any article in order that
by taxing export of it from Spain, or import of it into Ultramaria
money may be raised for Government in Spain
would this be done without dissatisfaction in Ultramaria?
No. Reasons. 1. This would be a tax no less unendurable in
proportion to the money paid than any other tax as above.

To Ultram. the sight of the money thus taken from a
man by the monopoly thus given by to individual dealers
in Spain wd. be still more galling sum for sum.

In Ireland, dissatisfaction produced by tyranny in this
was stronger than any produced there by avowed taxation.
It produced the insurrection which produced golden age terminated
by Whig treachery, but for which Ireland would
have substituted Good Government to misgovermt & probably
England likewise.

Source 3. Mine Rents. Produce of land & labor so employed
paid whether in the name of taxes or rents would make no
difference. If paid, the people wd. in Spain think it ougt. to be
paid in easement of themselves not of strangers at so vast a distance
