One exception indeed I should have made, and that
is the exception afforded though in appearance/then rather than in reality by the Edinburgh Review But
from the moment I it in here which has not been till
very lately it has appeared to me that amongst those
by whom the necessity, as well as usefulness of parliament radical
reform has been inwardly recognized the very ingenious author
of the article in question may well be numbered
Not only in bar but in petitions advocates have their reasons
for arguing against their own opinion: and such in that
instance in my view of the number has been the case
The reasons consideration in which this opinion of mine is grounded was produced I
am not altogether unprepared to give. But the length to which
an examination of that sort would inconsiderably have to open
itself, coupled with the consideration of the more pressing demand
presented for attention by other subjects here produced a the conviction
of the necessity of postponing if not omitting altogether
the performance of any such task. In the mean time any
person who will take the trouble of comparing with the train of enquiry
then brought forward, that which may be found in the Preliminary Explanation
Explanation to the
abovementioned Draught
of a Bill, will find
that on the most important
topics the reasoning on
that article of the Reason
has not been left
altogether unberated.
