§. Use of the National Debt in preventing war.
Though it plays not directly to the purpose of the argument, yet
indirectly the following observation may it may eventually contribute to the support of it.
In this country under the existing state of the government
these excitements to unjust and pernicious war has place to a
deplorable degree: to a greater than under any other form
of government either despotic or democratic.
In a democracy, those on whom war depends namely the
great body of the people have every thing to lose and nothing
to gain by war in any event. In a disputation those on whom
it depends may have to gain in the event of success to a certain
extent, but by any ill success they are compleat to
give and their chance of gaining is now any thing new
equal to their chance of losing.
But in this country under" the person that of its
