In regard to laws The reason which ought to be the first thing that is known about them , is but
too often the the last thing of them about them that is known
of concerning them. This is the grand desideratum In the la regulations institutions here reported referred to or
suggested the reason is what nobody can be at a
loss for: it is the first object that presents itself:
it forms the title of each chapter, and
stands places itself at the head of every paragraph and determines
the order of the whole
