That the Plan itself would, in the Opinion of the Legislature, be a &#x2014;<lb/>considerable National Benefit. &#x2014;</p> <p> 2.......... That the Choice of the Spot in Question would not upon the whole<lb/>be prejudicial to the Neighbourhood of that Spot. &#x2014;</p> <p> 3..........That on the contrary it <add><sic>wo<hi rend="superscript">d</hi>.</sic></add> be beneficial to the Neighbourhood. &#x2014;</p> <p>4...........That, with as few and as slight Exceptions (if any) as in the Case of <add>such a</add> &#x2014;<lb/>Transmutation of Property can occur, it would be beneficial to every Description<lb/>of Persons interested in Point of Proprietary Right. &#x2014;</p> <p> 5..........
