2 Sturdy beggars

2. Persons as yet innocent, who are upon the verge
of wanting a maintenance, but who choose rather
to run the risk of want that want and be to trust to the
precarious bounty of
those whom accident may
throw in their way
than be at the
trouble of [saving] maintaining themselves [from it] by their labour t . These are they who
go by the name of beggars,
and who as such, are for and who as yet are chargeable
with no other species of misconduct, than that of idleness. I

3 Suspected persons.

3. Persons who though not convicted of any crime
yet having been tried and discharged only for
want only of sufficiency in the proof, remain
with such a note of suspicion on their characters
as renders it unpracticable for them to get find employment.
To these may be added those who are
in the same case owing to a suspicion which,
owing to a presentiment of the want of proofs, or
to any other cause hasve never been wiped
off by trial.

Discharged convicts

4. Persons who are find themselves in the same case, after
they have undergone the punish having been convicted
of crimes, and after having undergone the
punishment sentence of the law: such in particular who
having been sentenced to imprisonment or confinement
accompanied with hard-labour, find themselves
without work and without subsistence, upon at
the expiration of the term.
