2 Sturdy beggars
2. Persons as yet innocent, who are upon the verge
of wanting a maintenance, but who choose rather
to run the risk of want that want and be to trust to the
precarious bounty of
those whom accident may
throw in their way
than be at the
trouble of [saving] maintaining themselves [from it] by their labour t . These are they who
go by the name of beggars,
and who as such, are for and who as yet are chargeable
with no other species of misconduct, than that of idleness. I
