whom are printed? For the members of the house
and for them only? not by any means for the
people who only g of whom here and there one
gets a sight of them by accident by favour of a
friend because the house can't hinder him.
Were it thought possible that a spark of
discernment should exist any where out of the bounds
of those two room closets adjoining that adjoin to Westminster
hall the acts of the legislature would not be quite so often
be exposed as they are at present so much exposed to the reproach of being crude and
