For a sovereign to emancipate himself
from this the thraldom above mentioned there are but two methods one method :
the one is to let newspapers be published by
any one that will, and to read them when they
are published: the other is to give audiences, and
to receive petitions and upon occasion to give
 public audiences.  This is in effect in effect
to receive information of all sorts from whatever quarter
it is offer'd: for information if given to him at
all will must be given either to him alone, or to
him in common with others men .  Information can 
only be either
 general or particular
 Either Any one of these
methods will answer the purpose of giving him
some degree of freedom: but he can never be perfectly
free [without having recourse to  employing them all] while
he leaves any one of them un- employ'd.
