Indirect Legislation

-regarding class. In civilized nations, the former
source of enjo source of enjoyment [object of pursuit] is in
a great measure [precluded] by the laws operation excluded cut off by the laws
of the laws. There remains the pleasure of drunkenness:
a pleasure attended with almost certain mischief
to the drunkard himself, and incidentally
to those who are exposed to suffer from the his outrages.
This is a practise with against which, from
various causes it would not be eligible to act in
with any great degree of force in the way of direct legislation. See Introd. Ch [Limit]
But in the tranquil way of indirect legislation
much may be done, or rather by the
natural progress of things in a civilised society
much is done, towards man weaning mankind
from their attachment to this pernicious practise debasing occupation.

Any thing is good that serves contributes to divert them
from this to other objects: any thing is good that
will contributes to turn the course of their expenditure
into another channel. It One may begin
with a taste for learning literature and the polite
arts: but there this these can spread but a exert but a little
