your letter, dated the 26th but not till this day delivered,
in which I am required "to transmitt to you forthwith
"my Account and Vouchers for the expenditure of the sum
"of £12,000 issued to me for the purchase of ground for
"erecting a Penitentiary House for Convicts", what I have
to say is as follows, viz
