To conclude. The great object leading idea of penal criminal legislation
should seems to be this: to reduce all [crimes offences
to such as are susceptible of a pecuniary satisfaction for the mischief of which money is a
cure
, and to throw the burthen expence of it on upon the
public delinquents authors themselves, and on their default
upon the public
